The Sound Families Initiative was guided by a Steering Committee that recommended funding actions, established policies, and set application review procedures for the program. All decisions made by the Steering Committee were advisory to the Bill & Melinda Gates Foundation, which made final decisions on all funding awards.
The Steering Committee was comprised of executive staff from the seven public jurisdiction partners in the project: the City of Seattle, the City of Everett, the City of Tacoma, Pierce County, Snohomish County, King County, and the State of Washington. Also serving on the Steering Committee were representatives of other key partners, including public housing authorities, nonprofit organizations, and representatives of private and public lending institutions. The Steering Committee was co-chaired by the Bill & Melinda Gates Foundation and the City of Seattle Office of Housing.
A separate Review Committee met regularly to examine applications for funding. This committee was comprised of senior housing underwriters from the partner government jurisdictions and from key public lending institutions. This committee prepared specific funding recommendations for the consideration of the Steering Committee.
The City of Seattle Office of Housing served as the administrative partner of the program. The housing office supervised the day-to-day operations of the program; coordinated the application review process; and provided staff support.
